Supporting Implementation of the Morocco Ministry of Education Vision 2030

Kaizen recommended performance solutions to further build the human and institutional resources of the Morocco Ministry of Education Department of National Education to meet the goals of Vision 2030.

Kaizen led a consortium—including MSI, Creative and Al Akhawayan University in Ifrane—to implement a human and institutional capacity development assessment at the Morocco Ministry of Education (MOE) Department of National Education and determine what was required to achieve Vision 2030. The team was limited to interviewing staff responsible for eight technical areas at the central, regional, and provincial levels in the MOE administration.

The assessment answered key questions in eight domains: curriculum design; textbooks and learning materials development; examination and evaluations; extracurricular activities; remedial education; decentralization and regionalization of authority; school-based management; and gender programming. The assessment analyzed human resources management and development to determine if this system provided enough high-caliber staff to support the technical domains. In each domain, the team analyzed the current situation, the ideal conditions to achieve Vision 2030, and the gaps between them, including root causes. Based on these analyses, the team proposed performance solutions to address the gaps and root causes.

The team employed a mixed-method approach, including a document review, key informant qualitative interviews, focus groups, and a qualitative online survey. Data was collected at the central MOE level, as well as in five of 12 regions of Morocco. The experts visited 10 provinces within these regions to conduct qualitative interviews, and the online survey was extended to 41 provinces, 18 of which the team visited to assist with the survey. The Kaizen-led effort resulted in interviews with 192 individuals and 400 online surveys completed by MOE staff.
