Developed Capacity of USAID/Ethiopia Local Implementing Partners

Kaizen strengthened the organizational capacity of USAID/Ethiopia local implementing partners to improve financial management, project management, monitoring and evaluation, and project sustainability.

The Local Capacity Development (LCD) Program provided USAID/Ethiopia with a set of interventions aimed at strengthening nongovernmental organizations in Ethiopia that have received of direct USAID awards. Most of these awards were in response to Local Capacity Development Annual Program Statements and designed to address key capacity development gaps that limited these local implementing partners’ ability to achieve sustainable and significant impact, be accountable to their constituents, and effectively compete for and manage donor resources.

  • Conducted 2,817 local partner engagements: 480 trainings, 2,210 one-on-one and small group technical assistance sessions, and 137 professional community sessions

Kaizen employed three intervention techniques—trainings, direct technical assistance, and professional communities—to build capacity in financial management, project management, monitoring and evaluation, and sustainability to enhance local partners’ ability to comply with donor requirements.

The goal was to improve these LIPs’ organizational management so they could better meet USAID’s rigorous requirements. Initially, 28 direct USAID awardees were to receive LCD’s comprehensive support. After the base period, USAID and LCD included an additional 83 LIPs, thereby expanding the improvement of Ethiopia’s civil society sector. During the activity, 111 LIPs received LCD support in financial management, project management, monitoring and evaluation, and sustainability. Of these LIPs, 34 received direct USAID funding, 37 received sub-awards from USAID, and eight were human rights organizations.

The LCD activity made tangible strides toward enhancing the capacity of Ethiopia’s civil society sector. LIPs exceeded targets by developing resource mobilization strategies, securing new grants, establishing systems for information sharing, and complying with donor requirements. Twenty-eight LIPs received an LCD Certificate of Achievement.
